Standing in the Gap: How the Urban League Turns Philadelphia's Housing Moment Into Homeownership

Philadelphia is having a housing moment, and the Urban League of Greater Philadelphia intends to make sure our neighbors are not left out of it. Between a citywide push to create tens of thousands of homes and a national campaign to turn renters into owners, the opportunity in front of our region is real. But opportunity only matters if people can actually reach it. That is where we stand in the gap.


A once-in-a-generation housing push

In 2025, Mayor Cherelle L. Parker unveiled the H.O.M.E. initiative (Housing Opportunities Made Easy), a historic $2 billion plan to create and preserve 30,000 homes across Philadelphia, roughly 13,500 newly built units and 16,500 preserved ones. Backed by an $800 million bond, the plan focuses the vast majority of its dollars on lower-income households, with about 90 percent aimed at families earning up to 60 percent of the area median income. In plain terms, this is a serious, city-backed commitment to make housing more attainable for working families.


A plan this big only reaches the finish line if residents know about it, qualify for it, and have someone in their corner to guide them through it. Applications are complex. Credit repair, savings, and documentation take time. That is exactly the kind of gap the Urban League was built to close.


Turning renters into owners: our Philly5000 partnership


We are also proud partners in Philly5000, a wealth-building campaign to create 5,000 new homeowners in the city of Philadelphia. It targets the most common barriers that keep families from buying: credit, savings, down payments, and the confidence to navigate the process. Closing the homeownership gap is one of the most direct ways to close the racial wealth gap.


How the Urban League stands in the gap


  • Housing counseling for first-time buyers, including credit building, budgeting, and readiness coaching.

  • Down payment and grant navigation, connecting families to first-time homebuyer assistance.

  • Foreclosure prevention and diversion services that help families stay in their homes.

  • HUD Certified Housing Counselors walk you through complex applications, from H.O.M.E. programs to lender paperwork and more.


This past year alone, the Urban League reached more than 3,450 households, connected 900 families to home purchases, and administered over $4.1 million in first-time homebuyer grant funding.


Who we partner with


Homeownership is a team sport, and we bring the team to the table: real estate agents and brokerages who understand our buyers, banks, credit unions, and lenders (including our own CDFI) who provide fair financing, developers and housing partners building attainable homes, and city and community organizations administering the programs. Our job is to connect the family in the middle to every resource around them.
