The Housing Counselor – Eviction Prevention & Diversion Services

The Housing Counselor – Eviction Prevention & Diversion Services provides direct housing counseling support to individuals and families facing eviction or housing instability. This role focuses on helping clients navigate Philadelphia’s Eviction Diversion Program and other housing retention initiatives through client advocacy, case management, and collaboration with landlords, legal aid, and community partners. The counselor is responsible for staying informed on housing laws, tenant protections, and financial resources to help clients secure and sustain stable housing.

KEY RESPONSIBILITIES

  • Conduct comprehensive intake assessments including review of credit history, income, savings, and rental history.

  • Provide individualized counseling services for eviction prevention, landlord-tenant mediation, utility assistance, and foreclosure diversion (mortgage and tax-related).

  • Attend and represent clients at eviction diversion and foreclosure court hearings as part of the city’s conciliatory process.

  • Assist clients with preparing documentation, understanding legal options, and communicating with landlords or mortgage lenders.

  • Develop individualized housing stabilization plans with clients, track progress, and provide referrals as needed.

  • Maintain accurate and timely client case records in CounselorMax, RX Office, and internal systems for compliance, billing, and reporting purposes.

  • Partner with legal services, housing agencies, financial institutions, and other community organizations to support holistic client needs.

  • Participate in outreach events, workshops, and community education efforts, including evening and weekend sessions as required.

  • Stay informed on local, state, and federal housing resources and policy changes relevant to tenants' rights and housing access.

DESIRED QUALIFICATIONS & EXPERIENCE

  • Minimum of 3 years of experience in housing counseling, eviction prevention, or related social services.

  • HUD Certified Housing Counselor (required).

  • DHCD certification to provide services in Foreclosure Diversion Court (required).

  • National certification in one of the following: Pre-Purchase Counseling, Foreclosure Prevention, or Financial Capacity.

  • High school diploma or GED required; post-secondary education or training in social services, housing policy, or related field preferred.

REQUIRED SKILLS & COMPETENCIES

  • Strong written and verbal communication skills; ability to interact professionally with clients, legal partners, landlords, and internal staff.

  • Demonstrated cultural competence and ability to support diverse communities with empathy and respect.

  • Proficiency in Microsoft Office Suite and client management software (e.g., CounselorMax, RX Office).

  • Ability to manage multiple priorities in a fast-paced, high-volume environment.

  • Excellent problem-solving and organizational skills.

  • Commitment to housing justice, equity, and community-centered service.
